T-mobile, just like ATT allows Wifi calling on its own and some unlocked devices. The official word from T-mobile is they cannot provide Wifi calling on non t-mobile android phones. It is not that ATT has software blocking it. It is that T-mobile would have to install it’s own software on the phone to allow Wifi calling. So despite T-Mobile not charging for calls back to the U.S. they know that a given WiFi call originated from outside the country.
